Doorstep render repairs

Hi folks - seeking some advice.

Project is to spruce up the doorstep of a victorian terrace house (ignoring the tiles, for now).

Appears to my (untrained) eye to be layers of mortar and paint over cement, with the obligatory rusted-to-hell coal hole cover. As per the photos (see attached!), all in a sad state.

I'd rather not have to chip-up the top layer in the places where it's not already coming up. Any suggestions for a novice-level approach to this? Looking to fill the voids, smooth the cracks and paint over the whole lot. (WIll probably source a new coalhole cover.)

Thoughts very gratefully received.
