Dorma window

Looking at getting my dorma window replaced as I’m getting condensation in between the panes and also we have a leak coming in from the corner of the sill and I’m sure it’s related to the window ax no tiles are missing. Problem is that I’ve cut back the blown plaster to see the water damage and the wooden beam under the window has a couple of rotten bits in it. Would a window fitter be able to change this or will I need a builder? Do they check these prior to install anyway? Also noticed that halfway down the brick work there is another wooden beam, assuming that’s something to do with the roof construction with it being dorma however this also has a rotten point on it right in corner.
