Dot and dab on outer walls..

Dabbing onto brickwork in an 1870s house.. on the ground floor outer walls is it necessary to apply a waterproof scratchcoat on the bottom meter of the walls prior to boarding as a damp proof?
 
the house has no current damp problems.. however I want to take all measures to avoid rising damp and also water penetration.. I have seen a job in a similar house where boards have been adhered directly onto the stone and they are now all p**s wet through.
 
Batten it out and then fix to the battens.
 
I don't understand how this will help stop water penetration and rising damp? I would prefer to directly bond to the walls if possible.
 
If it's not touching the walls or floor then it can't get wet can it? Sort the damp issue out first anyway or sooner or later you'll have to do the whole lot again.
 
right so it is better to batten the outer walls and dab internal walls? there is no damp issue.. jst want to be certain nothing can get through, pointing on outside is relatively new..
 
Yes. What happens is the damp comes through the dabs and shows up as dark blobs on the paint.
 
ok thanks for the help.. any advice on what insulation to use behind the boards presuming i wil be battening with 2x1 slate batten?
