dot and dab, skim and paint?

I have a bathroom with 50% of the plaster falling off.

I have to do this myself as I am skint, is it better assuming I can skill up suffieciently to plaster with a patching plaster or bonding, then skim then paint, or would dot and dabbing a cement based plaster board be better, followed by a skim (or is it possible to just paint???)

cheapest way would be to d&d with tapered edge boards, tape and fill the joins, mud the nail heads, rub down and paint.
