Double Dimmer Wiring

I've got a double dimmer which is wired up incorrectly - I found this forum through this post which sounds similar to my issue: //www.diynot.com/diy/threads/double-light-switch-wiring.383529/

Below is the wiring diagram of what in the wall - a flex covered cable and a single red wire.

The earth goes to the wall box ground and the others go to the points below.

Dimmer 1 is the Wall lights, Dimmer 2 is the Ceiling lights

Dimmer 1 powers both lights when its switched on
Dimmer 2 will toggle the ceiling light but only when Dimmer 1 is on.

Is it insulated and sheathed? Or in steel conduit?

If neither it needs replacing.
