Double Thickness Wall Plate

Hi,
Building a detached block garage. Blockwork and standard 4x3 wall plate is complete. No wall plate straps installed yet.
Can I secure a second 4x4" timber on top of my existing wall plate down one side, to create a fall?
Then fit wall plate straps over to hold it all down.

Would have been a lot cheaper to put a course of bricks in (or split blocks)
