Hi can anyone tell me if the dpc is laid over the block aswell as the brick?

both but not over the cavity,if you have one

If you mean inner leaf as well as the external leaf of masonry then the answer is yes.

Two separate dpc strips must be used as the cavity must me maintained down to the lean mix infill, usually 225mm down from dpc.
