It's not about whether it's under a floor or not; insulation is used on the boundary between the heated envelope of the house and the cold world. If it's an unheated porch you don't need to insulate the floor (there is nothing to insulate; the floor is essentially the same temperature as the ground on the other side of the wall)The other thing I’m unsure of is if you need insulation under a concrete floor?
If you're heating your porch then it's part of the heated envelope of the house and you do insulate, and you build a cavity wall and you indulge that too (or have some other construction such as a timber frame), and you have double glazing and an insulated roof to it also
If you're bulding an unheated insulated porch with the aim of reducing heat loss through the front door it would probably be cheaper and more effective to focus on upgrading the insulation offered by the door (fit a composite, insulation-cored door)
