Drayton RTS5 Thermostat Problem - No Click, Always On

Hi,

Can anyone help with the following problem…

I have a Drayton RTS5 thermostat (British Gas ES1). The LED on the thermostat is lit and it turns on the boiler but the dial does not click and does regulate the temperature. This thermostat has always operated like this since we moved in.

There is a label on the thermostat that essentially says if the unit is not powered it will not regulate the heat and the thermostat will not click, but to my novice eye the thing looks powered!

I’ve including a image of the thermostat and wiring, does anyone know if the thermostat is wired correctly, any ideas?
