Drip from downpipe through roof

I will be grateful for advice regarding a small drip from the ceiling directly under this downpipe. It can happen in the morning even when no rain possibly due to dew condensation tracking down.
As per the pictures there is water marks below the waste pipe below the joint. Looks like a previous attempt has been made at sealing the lead flashing.
Will bead of CT1 or some thing similar with butyl tape sort it or Google suggest using rubber collar. Will be grateful for some advice.

Looks like a solvent weld fitting, which may not have been done correctly or just failed. CT1 if you want to bodge it.
