Dripping condensation pipe onto glass

Hi, 6 years ago we had a new boiler fitted in our loft. We have noticed over time that the bedroom window under where the boiler is situated, has frosted over. What ever is on it will not come off. We have noticed the condensing pipe (sorry for terminology) comes through a hole in the soffit board, immediately above the window sill. Is this correct? Is what ever it is coming out of this pipe, frosting our glass? I did have issues with the company who fitted the boiler, as I could not get paperwork from them and on repeated requests, could not get a CORGI number. Alarm bells did ring and upon some pressure I had another man come round, whom I had never met, to do the necessary paperwork.

So were the installers not gas safe registered?

Did you report them?
