Dry Verge Caps over Wet Verge

We have some missing mortar one one of our Verges.

I am looking at having it re-pointed and one suggestion from a small roofing company was to attach a dry verge. When questioned if this would entail removing the old mortar they said it would not be removed.

I always thought dry verges need the mortar removing and that it would also need a dry ridge installing?

This is my preference but a lot so far prefer these dry systems or in this case, using the caps to hide the problem!

AFAIK fitting them over wet verges isn't regarded as good practice.
