Drying time for tiling on concrete screed?

New conservatory with 50mm screed laid 4 weeks ago but floor still looks very damp. Condensation appearing on the windows overnight makes me think the floor is still too wet for tiling even though it looks dry. During the day the windows are kept open to aid drying out.
I appreciate it`s difficult to be precise but is there a "normal" rule of thumb for drying out a screed floor ?

I would appreciate any tips or guidance from you Tiling or Flooring pro`s.

"Screed" is the word used by the conservatory builder, which is of sand and cement four to one (or it may be five to one, I`m not sure). This was 50mm thick on top of the 100mm concrete base he laid, with two weeks drying time in between.
From searching online for this info I see there are all kinds of a more professional screed.
