Dual fuel heating element - plug?

We have a converted industrial-type property and in order for the heating to be 'in keeping' have bought an old-style central heating radiator and plan to put in an electrical element as there is no central heating. The installation instructions suggest it be wired in to the wall. I can understand why this would be in a towel-rail type application where it's situated in a bathroom, but not sure why you can't use a plug elsewhere given the load will be x00watts rather than kw's?

(The radiator we bought currently has an element with plug attached installed but the flex is damaged so we're going to replace it).

You can use a plug - the suggestion for permanent wiring is only for bathrooms, where a plug/socket would almost certainly not be permitted.
