For me the current maximum fine for no insurance is £300 is way to little.

The fine needs to be at least twice the individual would have paid to insure the vehicle
 
But in this case it was a failure to declare SORN, not being caught driving without insurance.
Do you really need insurance if you can afford to cover costs yourself?
Via a corporate vehicle... get it corporate "vehicle".

its not normally worth it and the wealthy tend to opt for a one covers all policy.
 
Until you leave someone in need of 24/7 care, and declare yourself bankrupt or otherwise potless.

Plenty out there who would have no hesitation doing so.

I didn't realise such a scenario was quite so widespread, how many cases are you aware of?
 
Some large organisations (usually government entities, etc) self insure. Doubtful that an individual could get away with it though, no matter how loaded they are.
I know London Transport do. A friend had a nightmare getting their car repaired when they were hit by a bus.
