earth bonding not done !

Just had a look under a kitchen sink on a new extension i built, which involved relocating the water main and noticed new earth bonding not connected (still coiled in cupboard ) test cert issued, would the suposed testing process have flaged this ???
Just want to get me facts before I start *******ing the sparky, have i saved his bacon if building control had spotted this on the completion inspection.

all have their own boxes on certs,so he either didnt fill them out or he lied.
either way,hes been a very bad boy

time to renegotiate the price?
to be fair if the cables in but not connected at least he knew he had to do it and probably forgot,or the plumber cut it off and didnt put it back.
still not good enough though
