Update on the situation Gents,

Supply company came out got a horrendous reading somewhere on his side,changed my earting arrangement to pnp ? fitted a new earth strap and bobs your uncle prblem solved and impedence reading now down to 0.12

What do you mean by earth strap? like the ones you see on pipes with a tag which says 'Safety Electrical Connection, Do Not Remove BS951' on it?

It'll either be a BS951 clamp or a constant pressure roll spring. Both seem to be in use in my DNO area.

Sounds like they've converted the supply to PME and bonded the sheath, as seems to be the norm these days on a failed TN-S

the earth "strap" is a jubilee clip secured round the iron pipe coming into the house carrying the supply cables.The earth cable is secured to the pipe via this jubilee clip.It does'nt look as bad as it sounds as the pipe is quite large 50-60mm in diameter and may be too big for a normal earthing clamp.
 
:eek: you're sure it is an absolutely normal jubilee clip? does it look galvanised or stainless?
