can anyone tell me the est place to install an earth rod, ?
is it better to put it outside the building or can i put it under the floorboards below the meter position or will this be to dry, ?
any help please.
 
It needs to be in damp earth.

But as its proper functioning is of life saving importance, and as you almost certainly don't have the equipment to test it, you should get an electrician to install it.
 
As said, it needs to be in damp earth, and that is almost always means outside. Assuming it is the main earth on a TT supply, and not just a suplementary or functional earth fo rRF equipment , then BAS is right.
You will need access to an earth loop impedance tester to test it, * and I'd suggest using two spaced a rod length apart if you get more than 100 ohms on test. The rod needs to be in inaccessable to casual contact, this is usually done by fitting it in a pit.

* If there is no mains supply available yet then a normal loop tester cannot be used and the testing is more complicated, and requires temporary electrodes. your best bet if you dont have the gear is to arrange for a tame sparks to do the test.
