Londonboy - nope had the covers off the CUs to look, no flyleads. looked at the transformer labels, they are specialist garden lighting transformers suitable for outside use, so that looks ok.
Holmslaw - I'd agree, but how unsafe are we talking exactly? It is all 30mA RCD protected afterall, while that's not a coverall i realise, it must reduce the overall risk
i'm not trying to avoid getting it sorted but back to my original question - ok we've confirmed that the conduit boxes are not earthed, and the SWA is at best earthed at one end on the run to the socket, and not at all on the SWA on the lighting circuit, and he seems to have used the wrong type of connectors on the external joints - but is earthing this lot on a PME supply better or worse than the current situation?

Looking again, that would seem to be the switched live coming back up from the light switches.

had the op checked the flyleads aren't inside the cu?
Should the 12v transformer be installed outside though? I thought these usually have 'indoor use only' written on them.
