The fuse box is switched on and all the individual switches are on, but the heaters havent got hot. will this be because there is only £1 on the meter, so not enough money to pay for the electric?

Economy 7 is a tariff and there are a few ways to use this tariff.

In old houses they had two meters and two separate supplies the "White" meter was for Economy 7 but this did not allow the use of washing machines, tumble driers, etc on the low tariff so later the timer was put on the appliance and this allowed boost etc to be used.

Many houses had the wiring for the dedicated heaters disconnected and to guess what you have is not really an option.

So post some pictures of meter head and some one may work out what system you have.
