economy 7 strangeness

I've got economy 7 with 2 separate consumer units. What is (presumably) the economy 7 unit has MCB's for storage heaters and immersion heater.

The immersion heater recently stopped working, so I decided I might as well replace the element to rule that out.

However, I've noticed that with a cheap power detector, the economy 7 consumer unit *appears* to be dead. Not that I would know for sure.

The RCD test button doesn't do anything.

Is an economy 7 consumer unit actually not live during times it isnt on? Should I be concerned that the test button isn't working? Or should I be trying it during economy hours?

Yes its only live during economy hours, the RCD test button needs 230v to operate. Be careful with your 'cheap' voltage indicator!
