Electric emmersion Timer programming

Does anyone know how to program the timer at the top if the picture next to the mains switch ? Please help I've figured the rest out just now need to program it so that the bottom heating element comes on overnight to heat up the tank for use the next day but when I press program nothing changes ??? I have rang the immersion heater manufacturer and they have said the timer isn't theirs so I'm clueless as to who's it is and how to operate it
 
It looks a standard digital timer, some you have to hold the reset button for 5 seconds, others you hold the programme and reset button together to operate,

Or invest in a new timer with instructions, they are quite cheap.
 
The timer may only work for the top element. Very often the lower element is on the cheap rate tariff, for which there is usually a physically larger control clock with a boost timer.

I'd check and see if the lower element is heating up at all before replacing the visible timer. If it isn't then look for another clock / controller, which may be near your electricity meter or consumer unit.
 
Thanks for the advice the light for the bottom switch doesn't light up I presumed this was because the timer was active and so it would light up during the timed periods but I'm not so sure, my problem is my electric meter is downstairs In a communal electric meter box and there's just the meter reading there nothing else I'm really at a loss as I hear having the middle one on is quite costly but so far that's the only way I've managed to get hot water I've phoned the letting agents but they're useless.... It's the first time out of my family home and so far everything's confusing
