Meters are only replace if faulty, meters have date of manufacture on them,...
... they do, and sometimes also a 'certification expiry'/'re-calibration' date. In theory, meters should be regularly replaced (for re-calibration, if not scrapping), even if not faulty.

Same here, in the case of the old electro-mechanical ('spinning disk') ones. However, as I often report, I have had ('dumb') electronic meters replaced three times in the past 15 years or so, purely as 'routine replacements' (i.e. no suggestion of any faults).
