Electric towel rail outside zone 2, external isolator required?

I have a small 60W electric towel rail that I'd like to fit outside zone 2 in the bathroom. There's already a blanked off spur in that location so I'd connect it to that. That spur is part of the main ring circuit which is on a 32A 30mA RCBO. Can I just use an isolator switch with flex outlet, or do I need an isolator switch outside of the bathroom? Also, is a fuse required?
