Electric underfloor recommendations & insulation/underlay

Does any one have any recommended brands for electric underlay that they have used and are happy with?

And also, if we are using insulation boards as it is a kitchen extension with a concrete floor, do we still need an underlay or can we just install as below from top to bottom.......

Heating mat
Insulation Board
Latex
Old tiled floor
Concrete
