Electric Varem water heater keeps over flowing

Hi Guys,
My Electric Varem water heater over flows ALL the time (model number 554, serial number 37756) small blue tank above a larger tank. These were all fitted new in 1989 to my block of flats and I've noticed I'm not the only flat with this problem. I also at times get a loud banging noise from the tank that I can stop by turning on the hot taps. How can I stop it over flowing? This all started about 8 weeks ago up until then it was fine.
Any help or advice would be much appreciated
