My boiler is clicking every few seconds, which the Baxi engineer says there is some reason within the heating and/or hot water system in the house is "calling for heat". The boiler works fine and the (Megaflow / underfloor) heating system has been generally fine for 20 years, so it's unlikely to be wired incorrectly. I presumably need to find an electrician who has good experience of heating systems. How do they logically fault find? Would the starting point be to disconnect the electrical aspect of the heating, which would then establish if it's the heating part or the Megaflow part?

Boiler is switched by the zone valves, so start there. Sticking microswitch in one of the valves is a likely culprit.
