Electrical vertical radiators/panels

Good evening,

I have 3 vertical electrical radiators that are not heating all panels.
With them being electric, I’m not sure if they contain water and need bleeding or if it’s something else.
The two panels that are near the power get red hot but the remaining five remain cool.

I have attached a photo of the radiator.
