Electricity incomer - basement cavity

I’m currently in the process of buying my first home and as a complete DIY noob should I be concerned about this? The basement was converted into a bathroom and the fuse box is in a room next to it. I can’t tell if this is moisture or damp and whether this what’s called the cavity in the wall. Is this something that would require a lot of work to fix?

It’s likely to be damp as this will be below any damp course. The blue sheeting is where the room adjacent has been water proofed with a damp proof membrane.

You should search your local council for the building regulations approval needed when the basement was converted.
