Write to ACIOB, enclose a copy of his quote, and ask them if it is normal practice to accept people for membership who have fraudulently claimed to be a member when they weren't ?
Also ask them, if he is now a member, what their complains procedure is when a member does substandard and unsafe work ?
It will be interesting to see what their response is.
