That bloke was no engineer, or even technician. If he is oftec registered, report him, but don't mention money, Oftec aren't interested in that.
For £120 he could have cleaned it out at least, and maybe even have got it running, though it depends how long it took. He could have done a temporary fix by gluing the shutter in place with some silicone sealer and perhaps a bit of gaffer tape.
If
you clean it, use an old vacuum cleaner which doesn't get used indoors, and disposable bags, it will stink for weeks afterwards. Use lots of disposable gloves too, work slowly and methodically. A tiny amount of soot makes a hell of a mess if spread about.
For temporary use, have the shutter open and close it gradually until you can get it to ignite. Close it a little bit more and let it run for half an hour to burn off the residue, then close it a bit more until you get a smoky flame, then open it until the smoke stops. Stick it in place, and get someone in who's qualified and competent to set it up. Ask your neighbours for recommendations.
