emulsion causing tiny bubbles

I have had a problem with matt emulsion (dulux). after application with a pad, after a few mins, tiny bubbles form in patches. This was the second coat applied 1 hr after the first. They seem to be hollow. These only appeared on one area of one wall. Could accidental spraying of hair spray/ deodrant onto wall cause this or is it another issueie not waiting long enough before applying second coat?

Do the 'bubbles' resemble little rings.....the sort of things that appear when water goes onto a greasy surface?
 
not really rings -just tiny blisters ranging from 1-3mm dia. if you wipe over them quite hard with a damp cloth they will dissipate back into the paint.

Ive seen that happen before over filler.

Or they could be down to the coating underneath lifting so some reason..the water in the emulsion you apply is soaking through the coating underneath and causing that to lift from whatever is underneath that.

They normally dry back after a few hours.....if you have to push them down again give the wall a coat of oil based undercoat first then apply the emulsion.
