Enamel for alloy wheel?

My favorite tyre place in my garage didn't charge me at all. My regular wheel didn't need a rebalance. My play wheel won't need a balance for short town travels.
How can a wheel not need balancing after taking the tyre out?!?!
The tyre was not taken off for the regular wheel. The tyre was resealed at the same position.
For 20mph city speeds, unbalanced wheel has no effect. If it does have an effect, it's not too late for me to get it balanced then. In any case, the play wheel needs a new tyre before it can be used. I will buy a chinese ditch finder and mount it when I need to. I have no such need currently.
The real nutters are those who have perfect tyres places and yet still hang around in DIY tyre threads
Guys! You're getting sucked-in, here! I regarded the purpose of this thread as being a kind of "fly paper" for internet fora! Nutjob was perfectly happy, replying to himself on here and it kept him off the other threads. Now look what you've done! 
The 2 wheels are neck and neck in the latest pressure reading. This is good enough as a mutual verification of them being as good as they are going to get. I will do one more reading at the 2 month mark and then let them be. The lowered pressure could be to do with temperature or natural unsealable leak.
