Erect shed in front garden?

Hi guys.
Some relatives have recently purchased an older house in central Scotland where you're not allowed to build in front of the house front line, although it's not in a conservation area etc. They'd like to erect a (tasteful and properly built) wooden hut at the front of the front garden, under a tree and mainly hidden from passing pedestrians. It's to house a mobility scooter and, depending on how big they could get away with, perhaps a bit of a workshop at the back. Any thoughts on what planning permission etc would be necessary, if any?

I'm pretty certain you would need to seek PP, based on experience of friends wanting bin stores and trailer shelters etc.

Thanks guys I'll advise it'd be best to seek appropriate advice from planners. I just wasn't sure about the whole "temporary wooden structure" thing.
