Expensive heatings cost!

Can you see where the thick white cable that comes out of your immersion heater runs to?

Also where does the black cable coming out of the switch go?

The thick white cable goes into the white switch the one at the bottom of the photo above and the black one looks like it goes into the the timer on the wall. Photo below

In that case I would suggest it's a wiring problem.

If the timer on the wall is turned off, your heating won't come on, and by the looks of things that switch also controls your immersion heater.

So in order to turn your heating time clock on, you also have to switch on your immersion heater, hence the high cost.

If it is as above, you need to get a spark roudn to sort it.
