External door or floor first

We want to install a new external door, however the hallway floor is going to be raised around 5cm so it is level with the floors in the other rooms.
I am not sure what we should do first.
  1. Install the new floor, resulting in the external door being unable to open. This may make installing a new door tricky.
  2. Install the new door without knowing the exact height of the new floor. This may result in the height of the door being wrong.

One possibility...

Install the floor first, but leave a gap to the door to install a recessed Coir Mat - something like this (plenty of examples online)

and then install the new door at your leisure; building up the depth under the mat to the desired level.
