I need to install an exterior light with switch. The location has no internal lighting circuit anywhere near it, however, there is an internal ring main that I could take a spur from on the other side of the wall from the required position.

Is it permissible to take a spur via an FCU for the outside light?

Yup, is fine done like this. I'd be tempted to fit a double pole switched fused spur with a 3A or 5A fuse for the supply from the ring.
