If I wish to install a new external light with a separate sensor, would I need to put this into a new circuit on the Consumer Unit.

A new circuit is notifiable to the local authority. A spur is not (unless its in a 'special' location).

you can run it from the existing lighting circuit assuming you haven't too many lights on it already. or you can connect it to a socket circuit via a fused spur at 3A/5A.
Steady on lads - you're making assumptions about how powerful the light is...
