there is but you still have to think about DPC and the ground
have you thought about tanking system tanking slurry same sort of stuff used for swimming pools
i done a wall last year that we had to render the first 1m high out side with SBR and monocouche mesh in first coat and little bit of water proofer and SBR in the top coat
In side we used tanking tar paint 3 coats then flicked a load of sand on the last coat for a key.
then Sand/cement SBR mix Then skim sorted

If you mean a product which can be painted on...like thomsons waterseal then the answer is no! they all degrade and need reapplying every couple of years.
