Extraction vent through timber frame build

How would you go about drilling out a 100mm extraction vent for extractor over hob, in a timber framed property 12 years old?

Had a new kitchen and thought they had put new hood using the old hole, but they have left it as a recirculator. I think the original hole is a little bit away from where it needs to be, but not sure how it's been left.

The recirculator is useless when the kitchen and living room are open plan. Fitter says they can't do it. I just wondered what options there are for filling up old hole and drilling new one through the membrane? How do you protect the edges?

Same as any service penetration. Usually the membrane made good with tescon vana or similar.
