Extractor fan speed extremely slow

Hi all, I'm having trouble with my extractor fan. The speed is very slow at around 1rpm. I've tried changing the speed setting and as you can see not much dust. This is an Xpelair timed device.

Anyone got any ideas?

Does it spin freely, when turned by hand?

I am not seeing any speed control, just perhaps a run timer.

Yes it spins freely when I flick it. There is a speed control with low and high but changing between them did nothing.
