Fagor oven only seems to broil (no normal bake setting?)

I have a Fagor 6H-210AB BLACK oven which heats up far too much, as the "traditional" oven setting (with the two horizontal lines) is on the same top setting with the "0" which seems to indicate "off" position. All the other settings have the sawtooth lines, which indicate "grill/broiler". How do I operate the oven in traditional mode, and NOT on the grill/broiler ???? If I leave the left-hand knob in the up position and select a temperature, nothing happens...In the below photo the setting circled in green is the too hot broil setting. The top setting is the one that seems to be both "traditional baking" and "off"
