Looks like bakerlite which apparently does contain asbestos and a few other nasty things.
you`d have to try damned hard to break those cisterns -and release a microscopic amount of asbestos fibre . OMG every time I walk out of my bungalow I pass an asbestos soil pipe - I`m doomed

Come across these cisterns all the time - they contain a high 'brown' asbestos content.
Perfectly safe to handle but breaking them up is a no-no
