Failure to notify, the costs & time limits etc?

Hypothetically...

If someone rewires a house & does not notify.
(in fact does any notifiable work).

Is there a time limit after which the LABC can do nowt?

AFAIK there is a 2 year time limit for PP, after which the LABC cannot prosecute.

Incidentally, who would prosecute for failure to notify?
 
I thought the time limit was 6 months?

I know it's been increased to 2 years for contravention of Part L, but I thought that was all...??
 
6 month - 2 years, but if after then you cannot be prosecuted for not applying for pp, then does that mean that after then there is nowt that can be done about it?

And do the rules on PP apply to electrical notification too?
I.E. is this notification just another part of the planning rules like for instance, replacing windows etc?
