Faulty wiring or faulty HOB

Electric hob broke down after 15 months.hotpoint sent engineer to repair it.replaced touch control panel,still never worked,he said must be terminal block.replaced it one week later,when he switched power on,four standby lights came on for a second and went off,he said hob was ok.and it looks like fault with electrics,he said it was a neutral fault,can anyone explain what this fault is or is he just fobbing me off.he never checked inside of hob after turning power back on.original fault took 2 weeks for hob to die.

Are your phase and neutral the wrong way around? This has been known to cause all sorts of problems with equipment of this nature with electronic controls, eg. central heating boilers - aswell as being dangerous.
 
Thanks for your reply,Sean.T .hob connected to double pole cooker socket on its own,checked wiring its ok,6mm cable connected to CU box with 30amp fuse on its own.when i turn power off and on at cooker socket hob controls light up for second and then go off, so power getting to hob. would be greatful for any help.
