Fencing in front garden

1. I would be grateful if anybody can answer my question in respect of erecting a 2 metre fence in my front garden.
2. I already have 2 metre fence running along the length of one side of my front garden: this belongs to a neighbour who lives on one side of me, in the next road (It runs along the width at the end of her back garden.).
She's absent virtulaly all of the time. Her fence is now in a very bad state of repair and I would like to erect 2 metre fencing to cover her's: I will place this a few inches away from her boundary and not come into contact with her fence.
3. On reading about fencing, I keep seeing the reference to only being allowed to use one metre height in a front harden. However, as I already have two metre fencing, I wonder if I can erect 2 metre fencing (nect to her's) in my front.
4. I've looked at my Council's website and there is no mention of this subject. In sum, despite the instruction that you can only erect one metre fencing in the front garden, I already have a two metre fence there.
5. My question is: Can I erect 2 metre fencing in my front garden, in front of the 2 metre fencing already there?

I would either just put it up or ring the council for guidance.
 
Ho are you going to maintain the back of yours if is next to hers. Could I suggest concrete posts and stacked gravel boards might be better.

Thank you. However, my question was: Can I erect 2 metre fencing in my front garden, in front of the 2 metre fencing already there?
 
I think the 1m height restriction for front gardens applies if your garden is next to a road, and is probably for road safety reasons.

My view is just because there's a 2m fence already there, doesn't mean a new 2m fence would automatically be compliant. The permission would depend on position relative to the road and whether it compromises visibility.

Generally speaking you can erect a 1 meter high fence to the front of your property. However we have all seen 2 meter high fences to the the front properties and truth is that no one at the council will be the slightest bit interested unless someone complains and then they will have to investigate.

No, it would not affect road visibility in any way whatsoever.
 
My estate has open plan and a covenant on zero fences. .No idea who would enforce it
I always understood that the 1M rule was pretty universal.
Although the house that I grew up in had 6 foot fences on both sides of the front.
However we had a ten foot wall at the front, the road was unadopted

depends - a lot of women think I look like a young brad pitt, so a low fence would just encourage crowds of them to gather
