Few MEB questions

Just after confirmation really

House converted into flats TNS system.
This was done some time ago, connection from the supply earth s bare wire which goes to isolators for each of the flats, the supply to the flats is T@E 10mm

No green or green and yellow anywhere to be seen.

No visual green and yellow MEB anywhere in the flat, even in the fuse board, all bare earth cable in the fuseboard (rewireable)

Readings to gas and water pipes back to the MET at the incoming position not in the flat are good 0.04 each.

New 10mm should be run I think, but will cause disruption. Am i correct

Just wondering how the readings were so low. ANy thoughts.

Also, another issue

No main bond to water or gas

very simple to bond gas but water is a real challenge.
owner asked if I could just bond gas and do water in a a couple of months when redecorating.

I thought not, but was not 100% sure, is it better to have one of the gas or water supplies main bonded or non at all

Agree with Holmy - MPBs from main building intake to building intakes for water and gas.
Then appropriately sized earth/bonding conductor (along with sub-main) to each flat. MPBs from each flat's MET to flat water/gas intake.
