fiberglass compound?

I had a leak valley following the bad weather (wet felt along the valley beams in the loft). I found a roofer with very good online reviews and he first said the felt is gone because even if water passes through tiles/valley you shouldn't see wet felt from inside. He said there is a small chance that water will get on to felt anyway (even when tiles are good), but you shouldn't see any wet from inside.

To replace the 2 fiber glass valleys and felt underneath would cost 1400. They have to remove the whole thing on 2 valleys.

After seeing my hesitation he then said for a cheaper solution but no guarantee, he can clean the valley, repair any loose mortar and apply a fiber glass compound to seal the old valleys. It would cost 650.

I am not very convinced. What is this fiberglass compound thing?
