That's what I believe too although it seems that the worse tyres should be on the front purely so that you can feel when you are losing traction. If fitted to the rear, it is believed you could lose the rear on a bend.

I always thought new tyres go to the front.

Always a point to ponder, this one.....personally I fit new tyres to the front because traction is king where I live in the winter - not much good if you can't go anywhere!
However, well treaded tyres on the rear are supposed to prevent rear wheel skidding, hence the recommendation. How often this occurs is unknown to me but I think it's hardly relevant.
