Filler showing through glosswork

Hi all,

I screwed our new skirting to the studs in the walls and filled the screw holes with one strike ready mixed filler.

I'm finding the filler is still visible through the gloss paint even after 3 or 4 coats as seen below.

The filler feels flush to touch it just isn't covering, anyone any suggestions?

I'd dig out and fill with something else. I'm not impressed with one strike. Better with a harder and sandable filler.
 
This is the trouble with water-based. Sometimes you can put 10 coats on, and you can still see the blemish.
How do you feel about using solvent based undercoat, possibly all over, to get a solid even covering, then back to the water based?
Or you could try a water based stainblock type primer such as Zinseer, if you are against solvent based.
